In the software biz we had a name for software that never gets released after multiple promises: vaporware. Not sure what we call these. Vapor phones? Grift Phones?

The Qatar bank account detail is particularly revealing since using an offshore account for seized asset revenue completely bypasses congressional oversight mechanisms that normally apply to government funds, which I remember caused huge problems in the 90s with similar asset forfeiture schemes. What's wild is that this isnt even the most brazen part when you consider the prior Air Force One gift from the same country creates an obvious quid pro quo situation that would make even seasoned kleptocrats blush.
